Richard Pardue is the founder of InspireLink, a community‑driven nonprofit rooted in Sacramento’s historic Oak Park neighborhood. His work is shaped by a lifetime of lived experience, hands‑on construction expertise, and a deep commitment to rebuilding the communities that raised him.
Richard began his professional journey in the trades with Venco Construction, where he developed the craftsmanship, discipline, and problem‑solving skills that continue to guide his work today. His construction background expanded further when he worked with KOO Construction on the restoration of a historic Victorian home at 5th Avenue and Broadway in Oak Park—a property later purchased by former NBA star and Sacramento Mayor Kevin Johnson as part of a neighborhood revitalization initiative. That project reinforced Richard’s belief that restoring buildings can spark broader community transformation.
Richard also partnered with The Money Brokers on multiple SHRA initiatives, including the Neighborhood Stabilization Program and the Infill Vacant Lot Program. These experiences gave him firsthand insight into Sacramento’s housing challenges and the importance of equitable development in historically underserved neighborhoods.
Beyond construction, Richard is driven by a lifelong passion for community art, cultural storytelling, and corridor activation. He believes that art and infrastructure work together—one strengthens the physical environment, the other strengthens the spirit of the people who live there.
Through InspireLink, Richard brings all these elements together:
Construction and rehabilitation expertise
Community engagement and small‑business collaboration
Arts‑based neighborhood activation
Youth and reintegration workforce pathways
His mission is to build cleaner, safer, more connected neighborhoods—while creating opportunities for people to rise with them.
