This foundational module introduces participants to the core architecture of the Monarch Program. Learners examine race as a social and historical construct and explore how racial inequities are embedded in municipal systems and professional practice.

 

 The module establishes shared language, clear engagement expectations, and alignment with the City of Minneapolis’s values, job success factors, and equity benchmarks.
